TB awareness prog  for community leaders

ITANAGAR, May 5:  The Pasighat based Abu NGO organised a TB (Tuberculosis) awareness programme for community leaders at Takilalung village recently.

Speaking in the programme, Khansing Chamroy, Co-ordinator of the NGO stressed the importance of community leaders’ participation to prevent TB in the society. He said that more than 10 persons with TB positive are detected in Pasighat every month out of which 4 are migrant labourers. He claimed that non-completion of treatment by the patients was spreading the disease in the area.

Describing the various mode of spreading of the disease, he urged the TB patients to avails DOTS medicine provided by the Govt free of cost. Tanyo Taki, Head Gaon Bura, Tabang Panking, Gaon Bura, Tapor Taning, Gram Panchayat chairperson and public leaders spoke in the programme and assured their support to work with the NGO to eradicate TB from the society. Takilalung village leaders have also decided to form a Village Health Committee (VHC) to look after health problem in the community.

 

Forum reiterates demand

ITANAGAR, May 5:  Arunachal Righteous Forum (ARF) has reiterated its demand for immediate suspension of Chief Engineer, Power, transmission and monitoring, Anong Perme for his alleged involvement in financial irregularities and illegal appointments.

Forum further demanded the Power and RD minister to make his stand clear as to why he had allegedly misled the Assembly in particular and the state as a whole regarding execution of APDRP and RGGVY schemes.

Meanwhile, Papum Pare Youth Forum strongly supported the issues raised by the Arunachal Righteous Forum. Such corrupt practices should be discouraged, the Forum said while demanding suspension of Anong Perme. It further demanded investigation to ascertain the truth behind the allegations levelled against him.

 

AAPMEA demands appoints of malaria officers in all districts

ITANAGAR, May 5: All Arunachal Pradesh Malaria Employee’s Association (AAPMEA) has appealed to the state Govt to appoint District Malaria Officers (DMOs) in all the districts of Arunachal Pradesh.

District Malaria Officers’ posts are still lying vacant in all the districts except Upper Subansiri, the Association said while  demanding appointments of senior Assistant Malaria Officers (AMOs) as District Malaria officers.

The Association further resented that the district malaria officers are considered as group B non-gazetted staff while the MBBS cadres are accorded the status of gazette officers, which, the association said, is against the recruitment rules.   Association also raised voice against direct recruitment of MBBS cadres as District Malaria Officers saying they should first gain experience as AMOs.

 

Check extortion, says CASTA-AP

ITANAGAR, May 5:  Cement and Steel Traders Association (CASTA-AP) has appealed to the law enforcing authority to check extortion and intimidation to the traders and other unlawful activities in Capital Complex.

The Association claimed that its volunteers has caught some boys recently while extorting money from cement and steel suppliers of Capital Complex. In a complaint letter addressed to Itanagar PS, the Association further alleged that one Ranjit Dutta of Sonitpur, Assam  has threatened   Biri Tabing, CASTA-AP president over telephone  recently without valid reason.

 

AAPANWA demands action

ITANAGAR, May 5: All Arunachal Pradesh Abotani Nibu Welfare Association lodged an FIR at Itanagar Police Station against a group of persons for allegedly damaging houses of Nyibus at Jammi Jaate area recently.

It appealed to the authority to take action against the culprits involved in the destructive act.

 

Association apologizes

ITANAGAR, May 5: While reviewing its 10 days ultimatum served to the SRK Company, All Arunachal Pradesh Tribal Welfare Association (AAPTWA) in its meeting on April 4 found that the ultimatum issued to the RSK does not carry any sense. The Association apologized to the PRO SRK group of companies and assured that no any activities like donation collection would be repeated in future.

Earlier, the Association gave a ten days time to SRK Company to apologize for alleging the Association of forceful collection of money from them.

 

EPS distributes blanket to senior citizens

ITANAGAR, May 5: The members of Environmental Protection Society (EPS) toured the some of the remotest villages of Tawang like Kharung, Bongleng, Blaiteng, Namtsering, etc from May 3 to 5 and distributed about 60 blankets to the disabled and needy senior citizens of the villages.

The society also encouraged the villagers to plant more trees and save the rare wildlife to maintain the balance in the ecosystem.

 

Fire accident at Nyorch village

ITANAGAR, May 5: The RCC framed SPT building and kitchens of a joint family at Nyorch village were burnt down in between 4 am to 4:30 am today.

Inspite of all efforts by local dwellers and ITBP personnel, the kitchen houses and bed room building could not be saved. The RCC framed kitchen house were completely burnt down before the fire brigade arrived the accident spot from Naharlagun. However, the RCC framed SPT residential building was saved from complete destruction, informed a family member of the victims.

All easily perishable materials inside the residential building like wooden and steel almirah, clothes etc were completely burnt to ashes. The properties lost in the fire accident is estimated at around Rs..25,76,800, he added.

Meanwhile, the families of the victim appealed to the authority concerned to provide immediate relief.

 

NEHMCSWA reacts

ITANAGAR, May 5: The North East Homeopathic Medical College Students’ Welfare Association (NEHMCSWA) today opposed the intervention of All Arunachal Homoeopathic Students’ Union (AAHSU) in ‘internal problems of the homoeopathic college.’

Reacting to the AAHSU’s press statement, the Association described it unwanted intervention in internal problems and burning issues without having the full knowledge and understanding of the same.

Terming the AAHSU’s statement as misleading and fabricated, the Association said it  had  never sought help from the Union’s  president or any intervention in the internal matters or problems which affects the regular students and ultimately to its Guardians/Parents. Earlier, AAHSU said that a team of the Union discussed various issues related to the colleges with its chairman on May 2 wherein the chairman approved fund for development of college infrastructure.

 “Many a times, we were also told about infrastructure development like library, laboratory instruments and technicians and faculties but nothing has been turned in action”   the Association said.  While welcoming the approach of the AAHSU president regarding solution to internship problems, the Association further said the Parents Coordination Committee has already taken up the matter and it is better to let the parents and students body to tackle the present situation.

 

MHA’s reward to Changlang police

ITANAGAR, May 5: The Union Ministry of Home Affairs has rewarded the team of Narcotics Control Bureau (NCB), the Civil Police of Changlang and the Magistrate, who destroyed opium/poppy field at Khimyong circle, during March 2011, with cash award.

It may be mentioned that 470 acres of illicit opium/poppy plantations were destroyed and about 2350 kg of raw opium burnt under the leadership and guidance of Er. Tumme Amo, SP Changlang during March 2011.

While SP Amo was awarded Rs 25,000, Inspector T Tangha  and SI PK Kalita  were given Rs 20,000 each.

ASI C. Wangpan,  Lct. Tem Mepo and Lct. C. Jokham were awarded Rs 15,000 each. Rs 10,000 each was given to Ct. C. Matcha, Ct. C.b. Pansa, Ct. R. Longchang, Ct. S. Prasad, Ct. L.Patgiri and Ct (dvr) K Eshi.

 

Free medical camp

ITANAGAR, May 5: All Upper Subansiri District Students’ Union in collaboration with District Medical Office, Daporijo and All Lomdak-Yedi Youth Association conducted two days free malaria, Hepatitis screening and pregnancy check-up camp at Puchi-Geko recently.

Out of 1200 screened patients, 112 Malaria and 22 Hepatitis suspected cases were detected.

The team also distributed 500 mosquito nets and medicines during the two days camp under DVBDCPO, NRHM. The Hepatitis testing kits were provided by Navratis India Limited.

Meanwhile, the union assured to conduct more such camp in near future.

AAPSU calls state-wide bandh on May 18,demands white paper on financial status

ITANAGAR, May 5:  The tussle between All Arunachal Pradesh Students Union (AAPSU) and Govt of Arunachal Pradesh over poor financial status of state is going to another level. In a show of strength today apex student body of state conducted general council meeting at Hotel Donyi Polo Ashoka where federal members of AAPSU including districts, branch and university student unions took part. Later addressing the press conference at Arunachal Press Club building, AAPSU President Takam Tatung informed in details about the outcome of meeting..

“Govt has presented deficit budget and therefore has put ban of payment to all contractors citing overdraft of state exchequer.  This ban has caused extreme to many small time contractors. On behalf of people of Arunachal, AAPSU had sought white paper on the financial status of state. But state Govt is not responding to our demand and therefore on 18th May we are going ahead with 24 hour first phase statewide bandh call,” informed Tatung.

Further he added, “We had also demanded independent home minister for the state. Chief Minister who is also holding portfolio of home ministry is not able to give enough time and therefore it is leading to deteriorating law and order problem in the state.” Citing example of mysterious death of young boy at Papu Nallah and another lady at Chimpu, attack on office of The Arunachal Times, death of a mother and her two children at Nirjuli fire incident, Haku Tatak attack case, union said all these incident shows that home ministry and capital police has totally failed to bring law and order under control in the state capital.  AAPSU further called on Congress governments of Arunachal Pradesh, Assam and UPA govt at centre to bring a solution to decade Assam-Arunachal boundary problem. “People living in boundary areas are suffering because of constant skirmishes over boundary issue. Congress party is ruling at Assam, Arunachal and at centre. This is the best time to solve it. We appeal Union government to come out with a solution so that people living in boundary area do not have to suffer,” stated Tatung. Expressing concern over mushrooming of various unions in the name of student, AAPSU stated that they only recognize those who are affiliated to AAPSU.

 

 

Deplorable MMJ road causes communication hardship

RUKSIN, May 5: The common people of Ruksin area have expressed concern over the present state of 14-km- long Mirem-Mikong-Jonai PWD road, which is causing great hardship to commuters.

The road, which connects the Mirem, Mikong and Bilat areas with Ruksin HQ is lying un-repaired for the last several years. The dilapidated condition of the road with numerous large potholes all across the road from Ruksin to Mirem Tiniali put the movement of vehicles at risk. The MMJ road is vital lifeline for the interior villages to communicate with Ruksin headquarters. A pair of passenger buses besides some light vehicles ply on the route on daily basis.

The weak Bailey bridges along MMJ road are also lying un-repaired. There was a prohibition on vehicular movement on the Bailey bridge over Peneng river, but the passenger vehicles are crossing the weak bridge despite prohibition putting life at risk as there was no alternative way.

The officials of PWD department reportedly moved the government for grating fund for renovation of MMJ road. As such, three projects have been submitted to the authority for approval but nothing has been fruited so far. The senior citizens of the area including some PRI leaders have criticized the role of the local MLA alleging his indifferent attitude towards the people’s problem in the area.

 

Silver Medalist bring laurels to the state

JAIRAMPUR, May 4: Arif Siddiqui, a silver medalist of the state, added another feather to his impressively decorated cap when the in-flight magazine of Air India published a feature on him, which in fact is a big achievement for Arunachal Pradesh.

Siddiqui who is a highway engineer posted at Jairampur, through his work of photography has been responsible in bringing Arunachal Pradesh in the map of global backpackers. For his diligent efforts, Arunachal government awarded him with a silver medal on 2009.

Earlier, besides Asian Geographic Magazine published in Singapore and hordes of other international magazines, a German company has also published photographs clicked by him in a promotional calendar of FIFA soccer world cup 2009. He also promotes Arunachal tourism for free through his website www.amazingarunachal.com along with his two friends – Kamlesh Mehta, a graphic designer from Mumbai and Tom Simai, a local scribe.

It must be mentioned that a photograph of Tawang clicked by him embellishes the Air India, international carriers VIP lounge.

 

 

Lack of state information service creates chaos to IPR department

ITANAGAR, May 5: The District Information and Public Relation Officers (DIPROs) and Public Relation Officers (PROs) are the backbone of Information and Public relation (IPR) department. It is the mouth piece of the state government. But the service conditions and importance given to the department and the officers is just the contrary. It needs to be streamlined, made more pragmatic and proactive.

It is very unfortunate to see that the department so far does not have service cadre and common service/cadre rule for the officers. The recruitment rules for the individuals are also so outdated that no good service condition can be expected out of it. There are few Group-A posts in the department, like assistant director, photographic officer and art expert, with no promotional avenues at all, which need to be brought under the same cadre of DIPRO/PRO after upgrading the post of DIPRO/PRO to Group-A, to avoid stagnancy of incumbents holding these ex-cadre posts. Hence, there is need for immediate constitution of service cadre called Arunachal Pradesh Information Service (APIS) in line with those of APCS, APPS, APHS, APFS etc. and frame a common service rule (cadre rule) for all the officers of the department right from APRO/PM to director level. The other state such as Mizoram, Assam, Sikkim etc. had got their own information service, but ours is still lagging behind.

 “The matter has already been submitted to the government on two different occasions, but no concrete step has been taken on the matter so far”, said Arunachal Pradesh Information Service Officers’ Association (APISOA) president Denga Bengia.

“The proposed draft cadre rule would give benefits to the un-employed youths having mass communication background and to the already appointed IPR officials, if the government approved the proposal once”, he asserted.

During an interaction with this reporter, Bengia underscored the need for enhancement of their payment, saying that the present pay band is very much meagre in comparison with the other district officers, adding that the information officers in the state is least paid in the country.

“It is not only a matter of financial benefit but matter of status and dignity as well, even branch and section officers of the department look down upon DIPROs as lower grade officers for the lower pay scale”, he said.

The officers in the department are overburdened and stagnated in promotion due to acute shortage of manpower in the directorate and at the districts, where the officers of 1988 batch are still languishing for last 24 years at their entry grade.

“The creation of posts would infuse new blood to the department as it would not only streamline and speed up the works of the department but also create promotional avenues for the officers”, Bengia said.

  At the directorate level, posts of additional director, joint director and number of posts of deputy directors separately for advertisement, publication, administration, film, photo, press relation, public relation, art and exhibition, development, motor vehicles, nazrath and posts of assistant directors separately for advertisement, publication, senior editor, editor, sub-editors, translators, engineer (electronics) are required to be created.

While creation of SDIPROs/APROs at the districts and sub-division will help to assist the overburdened DIPROs in public/press relations works. There is also need to upgrade the post of PRO to CM and Governor at least to the grade of deputy director in line with the status of the office and environment in which they work, whereas in other state, these two important media cells are headed by a joint secretary.

The department and the present set of officers in particular could do wonders in boosting the image of the state government and state as a whole, if those facilities and requirements are provided.

 

 

Attack on AAPSU GS: Condemnations pour in

ITANAGAR, May 5: Condemnation poured in from various organizations over attack on All Arunachal Pradesh Students’ Union (AAPSU) general secretary Tujom Poyom by its own members on May 3.

Describing the incident very unfortunate and barbaric, the Paktu Area Peoples Forum (PAPF) and Paktu Ao Youth Welfare Association (PAYWA) in a joint meeting today urged the State Government to take stern action against the culprits  and create conducive atmosphere in the State capital for peaceful co-existence. The two organizations suggested the State Government to constitute a committee in the capital area to curb such types of criminal activities.

“Although it appears to be an internal matter of AAPSU, we cannot remain a silent spectators to the incident that sets a wrong precedence for all,” NIHRO, ACR and GHRO said while strongly condemning the brutal attack on Poyom.

Appreciating the action taken by AAPSU against its criminal members, the three organizations in a joint press release, appealed AAPSU leaders, past and present, to rise to the occasion to save the face of the apex students’ body.

“It is now the turn of the state government to prove its capability to put a stop to the violent trend and ensure peace and security in the capital complex,” the release said and appealed to all the denizens, civil societies and other NGOs to make a concerted efforts to check such unlawful activities.

They demand the state government to take stern action against the attackers as per law of the land.

“We appeal to all concerned to give peace a chance and let rule of law prevail over emotions, “ the release added. While welcoming the decision of AAPSU to expel the member attackers from the union and its quick response to the incident, Kargu Kardi Students’ Union (KKSU) appealed to the general masses not to entertain such criminal and selfish minded people in any responsible post in future. Goons like them would only stain the organization and the group they represent.

“As the law and order system in the state is already under question and also the accused have fearlessly made a mockery of law by abducting and attempting to murder the general secretary AAPSU in broad day light, KKSU appealed to the state government and the police department of the capital to set an example by awarding exemplary punishment to the accused.

If the accused are let loose without being punished, then it will send a wrong and discouraging message to the general masses, it said appealed to the common public not to give a political and communal colour to this particular issue as this is for the sake of the entire state and its future. Every one should cooperate the law and wrong doers have to be punished in any condition, the Union added.

 

 

Training & Workshop cum capacity building

ITANAGAR, May 5: A training, workshop cum capacity building programme  for the staff of Anjaw Forest Division, including the field-staff of its three range offices, was organized under State CAMPA, 2011-12 by Anjaw Forest Division at its Camp Office at Tezu yesterday.

The main idea was to impart as well as enhance the qualitative capabilities of the ministerial and field-staffs so as to achieve smooth functioning of the office and also in implementing the field-works effectively, efficiently and quickly.

Initiating the day-long programme, Divisional Forest Officer, Nyali Ete exhorted all the participants to take advantage of the opportunities saying that training provides an opportunity to broaden one’s knowledge; it widens the horizon of thoughts, vision and subsequent actions.

RS Prashanth, CCF, EAC, Tezu, emphasized on the need to organize such training programmes frequently.

Speaking as the resource person, Jumto Riba, ADCF, Attached Officer, CCF, EAC, Tezu briefly shared his ideas. He said that the attitude of the individual was the main source of all the inspiration. He added, “Any learning, any improvement or any achievement happens not by chance; but by sheer dedication and devotion.

Another Resource Person Jepet Nyodo, Assistant of the District Food & Civil Supply Officer, Anjaw meticulously explained the Office Procedures: Right from initiation of a file, file-noting, punctuality, conduct in the office to operating Computer, Xerox, Fax, Telephone, etc. to the participants. He said, “Ministerial Staffs are the pillars of any office. Without them, no office would be able to function properly. He said that all the staff, including casual workers, contingency staff should not feel as less important persons in the system of governance. “You are equally important. You are also the part of the government. So, your responsibilities are also connected with that of your senior officers and the DFO,” he added.

Later, Kidak Lollen, RFO, Ditchu Range highlighted the difficulties and other problems faced in the field, notably shortage of staff, problem of mobility, and the like. He requested the CCF, EAC, Tezu to look into the matter sympathetically and to do something for his Range.

The Head Assistant of the Anjaw Forest Division, K M Baruah said, “Just attending office and no work is as good as not attending. It’s always good to be useful or for some use in office. Nobody knows everything from the beginning; everyone learns and knows things through experience. So, we shouldn’t shy away from asking from colleagues, seniors, and even from juniors. It’s always good to learn something new.”

All the ministerial staff of the Chief Conservator of Forest (CCF), Eastern Arunachal Circle, Tezu also attended the programme.

 

 

Expert meet on ginger cultivation and marketing strategy for farmers

ITANAGAR, May 5: N.N. Charitable Society (NNCS) in  collaboration with the Richa Sangcha Farmers’s Club organized a one day “Meet with Expert Programme on ginger cultivation and marketing management” at Sakiang on May 4. The programme was organized mainly for the benefit of the six farmers clubs of Mengio circle.

Speaking on the occasion as resource person, Punio Reena, Project Supervisor of Future Generation Arunachal (FGA), Yazalee appreciated the farmers community of Megia circle  for  their bold step to boost rural economy through formation of farmers’ clubs. She appealed the farmer community to cooperate with NN Charitable Society (NNCS)  for development.

NNCS Project Officer Techi Ragi appealed to the agriculture and other line departments and Panchayat leaders to extend cooperation  to the farmer for marketing of the products.

Though the farmers under Richa Sangcha Farmers Club of Mengio  harvested 10 tons of ginger fiber crops, but they are facing  marketing problems, he said while urging the  farmers to make  proper plan for marking of  their problems with minimum profit.

Nangbia Amar Dui, Chairman NNCS assured  the farmers to extend full support for marketing of Ginger. He briefed on the role of NABARD for the development of farmers. The APRB Yazali also sanctioned a sum of Rs. One Lakh as term loan to the Richa Sangcha Farmers’ Club as part of NABARD Bank Linkages programme, he informed and requested the clubs to repay the loan amount in time.

The Farmers Club leaders also spoke on the occasion.

 

 

Success story

Anjushree Burman, a simple housewife residing in Upper Subansiri made it possible again through help of National Agricultural Innovation Project (NAIP) of ICAR.

Anjushree was living idle before starting of NAIP and could not improve her family status due to low income of her husband (Rs 3000 per month). Initially, there were only 10 members in the SHG group formed under the NAIP sub project entitled Economic Empowerment of Rural Women and Unemployed Youth through Self Help Group (SHGs). They were provided with embroidery and stitching machines. Now her monthly income is Rs 15,000 to 20,000. SHG is presently running a small tailoring shop at Dumporijo area.

Anjushree is the president of their SHG and Monalisha Burman is the secretary.

They make salwar-shoot, school uniform and etc. for ladies and curtains stitching. They charge Rs 20 per curtain stitching, Rs 200 for salwar, Rs 180 for blouse and Rs 250 for school uniform.

This SHG extended their heartfelt thanks to NAIP In-charge Dr. Manish Kanwat, Scientist Agricultural Extension, ICAR for NEH Region Arunachal Centre, Dr. R.
